  • JOB TASKS

    The Rights of People with Disabilities General Direction has the following tasks:

    • a) The planning, design, arrangement, management and evaluation of the programs and plans of state in the matter of disability and its coordination with the autonomous communities and the collaboration with other public administrations, as well as the coordination with other public administrations, and as the coordination and monitoring of the action of the consultative bodies on disability matters.
    • b) The proposal of regulations in the matters within its competence, without prejudice to the competences of the Technical Secretary.
    • c) Relationships with foreign and international organizations and the technical coordination of international cooperation programs related to disability.
    • d) The impulse of sectorial policies on disability and its coordination within ministries, as well as between the General Administration of the State and that of the Autonomous communities and local corporations.
    • e) The promotion of the cooperation with the organizations and entities that bring together people with disabilities and their families.
    • f) The exercise of the guardianship of the State and the promotion of the collaboration and support to Cruz Roja Española and to the ONCE for the fulfillment of their social purposes.
    • g) The promotion of equal opportunities, non-discrimination and universal accessibility for persons with disabilities, in collaboration with the Ministry of Equality.

     

  • Education

    Jesús Martín Blanco has a degree in Documentation by the University of Salamanca and then, he completed his education with four masters: Master in “Cultural Management” by the Alcalá de Henares University, Master in “Organizations’ Communication” by the Complutense University of Madrid, Master in “Disabilities, Personal Autonomy and Attention of Dependency” by the International University Menéndez Pelayo and Master in “Human Rights (specialization in disabilities)” by the National University of Distance Education (UNED).

    Nowadays, he is currently working on his “Human Rights” master’s thesis.

  • Work Experience

    His professional career is based on the associative disability movement in CNSE and its foundation since 1998. In CNSE and its foundation, he played different responsibilities on political incidence, right defense, communication, institutional relations, alliance management and project management. Moreover, he has held the position of Delegate of Human Rights and Disabilities and for the International Convention of Human Rights of People with Disabilities in CERMI.

    He also has participated and coordinated different publications and research about human rights of people with disabilities, universal accessibility, social corporate responsibility and inclusive culture and Agenda 2030.
