    Functions 

    He exercises the functions entrusted by Law 40/2015, of 1 October, on the Legal Regime of the Public Sector. As well as the development of university policy in coordination with the Council of Universities and the coordination of relations with the Autonomous Communities in university matters, through the General Conference on University Policy. The organisation, programming and management of the actions that are the responsibility of the General State Administration in matters of university higher education, the drafting of proposals for general provisions in matters within its competence, as well as relations and consultations with the Autonomous Communities, the Universities and interested individuals and legal entities during their processing. The planning, coordination and evaluation of the lines of action of university programmes and the promotion of collaboration in the field of scientific research, development and technological innovation of the universities with other public and private research and innovation bodies, in coordination with the General Secretariat for the Coordination of Science Policy. 

    Academic background 

    Degree in Chemical Sciences. Complutense University of Madrid, 1977. PhD in Science. Complutense University of Madrid, 1981 

    Professional experience: 

    PhD from the Complutense University of Madrid (1981). Postdoctoral stay at l' École Nationale Supérieure de Chimie de Paris (1982-83). Professor of Analytical Chemistry at the UCM since 1994. Visiting Professor at Cornell University, USA (1997).
