    General Secretary of the Organisation of Ibero-American States for Education, Science and Culture. 

    He holds a degree in Philosophy and Educational Sciences from the Complutense University of Madrid, with postgraduate studies in educational administration, supervision and research.  

    He held various management positions in the Spanish Ministry of Education and was a lecturer in the Faculty of Education at the Complutense University of Madrid.  

    He has worked as a consultant or expert in education in practically all the countries of the Americas and Spain, for organisations such as UNESCO, UNDP, OAS and OEI, as well as in European Union programmes.  

    He is the author or co-author of numerous texts, articles, research and conferences, especially on education and social development in Ibero-America. 

    Between 2003 and 2010 he was Director General of the Organisation of Ibero-American States (OEI). From 2010 to 2018 he served as director of education at the Fundación Santillana, coordinating the agenda of educational activities in Spain and throughout Ibero-America, as well as the development and dissemination of research and studies, including those on education for the OECD and UNESCO.  

    In 2018, he was elected Secretary General of the Organisation of Ibero-American States with the unanimous vote of all the governments of the region represented at the organisation's 13th General Assembly. In 2022 he was re-elected Secretary General of the OEI, again with the unanimous vote of the 23 member countries of the Organisation. 

    Doctor Honoris Causa from the Universidad Nacional Abierta y a Distancia (UNAD) of Colombia and Medal of Honour from the University of Alcalá. 

    For his dedication to education, he has been awarded various distinctions in Latin American countries, including the Order of Alfonso X El Sabio in Spain.
