    Born in Pontevedra on  December 6 1959, into a humble family, he moved to Palma de Mallorca when he was 9 years old in search of a better future. Married and father of 3 children.  

    Affiliated to the Organisation since 1977, he knows the Spanish National Organisation for the Blind (ONCE) from the ground up, as he sold the ONCE coupon for almost ten years in Palma de Mallorca. He was President of the Council and responsible for Social Services for Affiliates of the Territorial Delegation of the Balearic Islands. 

    In February 1988 he moved to the ONCE Directorate General to set up the Sports Department.  

    At the end of 1988, he became Director of the ONCE in Alicante. In January 1990 he was appointed Territorial Delegate of the Organisation in the Valencian Community. 

    His career in ONCE took him to Barcelona in February 1993, where he was appointed Territorial Delegate in Catalonia. 

    On 23 May 2000, the General Council appointed him General Director of the ONCE.  

    Since July 2003 he has been President of the General Council of ONCE and Vice-President of the Spanish Committee of Representatives of People with Disabilities (CERMI). In December 2004 he was appointed President of the Spanish Paralympic Committee (CPE) and since January 2019 he has held the Presidency of the ONCE Social Group.
