LUIS CAYO PÉREZ BUENO

Luis Cayo Pérez Bueno (Calasparra, Murcia, Spain - 1966) is President of the Spanish Committee of Representatives of Persons with Disabilities (CERMI). 

He has studied law, specialising in moral philosophy and law. He holds a Master's degree in business management from the Escuela Libre de Derecho y Economía. Since 1995, he has been working in the social sector of disability. He is Editor of cermi.es semanal, the disability newspaper, Director of the book collections cermi.es, Abyectos, Empero, Telefónica Accesible, Convención ONU, Diversidad e Inclusión, all from CERMI, and A Destiempo, from Editorial Kinnamon and Co-Director of the Disability Law Section of the Grandes Tratados Collection of the Thomson Reuters Aranzadi publishing house. He is also Chairman of the Editorial Board of the legal-social analysis journal Anales de Derecho y Discapacidad- Revista científica de Derecho de la Discapacidad. He is Vice-President of the National Council on Disability and is a member of the Royal Board on Disability and of the State Council of Social Action NGOs. 

He is also President of the Law and Disability Foundation, of the Bequal Foundation, Vice-President of the Third Sector Platform and Trustee of the ONCE Foundation. 

He is also a member of the Board of Directors of the Servimedia News Agency. Writer, translator and poet, he has published several works, studies and translations both on literary creation and on the social reality and the disability movement. His works include El desmantelamiento de la discapacidad y otros escritos vacilantes, published by ElCobre Ediciones. His latest titles, published respectively in 2020, 2021 and 2022, are Fundamentos del Derecho de la Discapacidad, Nuevas Fronteras del Derecho de la Discapacidad and La Inclusión de las Personas con Discapacidad en Latinoamérica, which he co-directed and co-authored, and Iniciación a los derechos y la defensa legal de las personas con discapacidad, which he authored alone. 

He is a member of the Spanish Chapter of the Club of Rome. Gold Master Award from the Fórum de Alta Dirección 2007. In 2008, he was awarded by the Ministry of Justice the Distinguished Cross of the Order of San Raimundo de Peñafort, for merit in Law and Justice. In 2011, the Spanish Government, through the Ministry of Health, Social Policy and Equality, awarded him the Gold Cross of the Civil Order of Social Solidarity. The newspaper EL MUNDO.es has included him in the list of the 500 most influential Spaniards of 2010, 2011, 2012, 2013 and 2014, in the field of "alternative power". He has also received the Disability Award, an official award granted in 2022 by the Autonomous Community of the Region of Murcia, for outstanding personality, and OTAEX 2022, for the promotion of the values of universal accessibility, granted by the Regional Government of Extremadura. In 2023, he was distinguished with the Queen Letizia National Award for Disability, in the Human Rights category, granted by the Spanish Government through the Ministry of Social Rights and Agenda 2030.
